The Freedom Online Coalition (FOC)

is an intergovernmental coalition committed to advancing Internet freedom – free expression, association, assembly, and privacy online – worldwide. In its founding document, the “Hague Declaration”, the FOC declared that the same rights apply online as well as offline.

Therefore, FOC member states are committed to working together diplomatically to voice concern over measures to restrict Internet freedom and support those individuals whose human rights online are curtailed. Since its inception in 2011 in The Hague, the Netherlands, the coalition has grown from 15 to 23 member countries.
